Read three separate properties
A recipe identifies what an item is. A design may have its own named rarity and progression tier. Workmanship belongs to the individual copy and scales its eligible positive combat and equipment statistics; it is preserved through storage, equipping and trade.
Improve the craft
Building skill thresholds of 10, 20, 35, 50, 75 and 100 produce Good, Excellent, Uncommon, Rare, Epic and Legendary eligible gear. Mythic and Divine are not a reward for repeatedly previewing a cheap recipe.
Refinement with a cost
Successful paid enchanting and full rune inscription can promote quality one step, up to Divine. Repairs and free preparations are not refinement rolls. Ordinary loot and boss loot use different quality distributions; a preview, reload or a full-inventory retry does not reroll the same reward.
